Ready to start a family

I’m 23, and married to my husband for a year and a half.. we’re both in the military and live overseas so we just have us.. i don’t really have friends and pretty lonely outside of him.. I’m ready to start our family.. only problem is.. he’s not ready for children & often says he doesn’t want any.. advice?
