Bf lives 20 mins away and only wants to see me 1x for 2 weeks for 3 hrs

Boyfriend is always so busy with his friends. He's with them on his days off, goes hang out with them after work, and even enters work late for them. You know how many times he has made time for me within the past 2.5 weeks? Only 3 hours.... and even when he's with me he's always texting his friends...

Honestly it hurts a lot. Ive invested 2 years of my life with this guy. I've spoken to him about it numerous times and he always says he's going to change, and he does for a bit, but always goes back to his old ways.
