Next step after bottles/breast

I have this feeling my daughter is going to quit taking formula any day now. She is almost 9mo now and since I have increased her meals to three times a day she has quit taking as much formula. She went from 30oz to about 20 now. When my mom was little she refused milk after 9mo and I apparently did the same about that time as a child. What do you do if they refuse formula/breast milk before the recommended 1year? Is there another formula blend to substitute or go on to whole milk? I know whole milk wasn't suppose to be given until one year of age but I'm clueless as to what to do after this happens before she hits a year old.
