Umbilican Granuloma

My son had an umbilical hernia AND umbilical granuloma. His doctor put silver nitrate in it and it fell off that night but his belly button still looks like red tissue, not regular skin as it should. The hernia is not gonna go away any time soon if at all but the granuloma was supposed to go to regular skin and hasn't yet. Is that normal?
