Do you think the mentality that women should dress modestly because there a pedophiles/pervs our there perpetrate rape culture or blame the victim?

So I’ve seen many times in CC topics about modesty, whether or not women should be able to show their nipples, what women should and shouldn’t wear, toddlers shouldn’t wear this or that because this and that. And I’ve seen many of the responses in defense to modesty or covering up be “because there are pedophiles and pervs our there”. Do you feel this mentality contributes to “she was asking for it” “boys will be boys” victim blaming and slut shaming? Do you feel this mentality is excusing pedophiles, pervs, and rapists behaviors whether the person saying it is their intention or not? Please explain why or why not.
