Once I was in a committed relationship he told me he was sorry for the way he treated me. I was caring, loving and took care of him(in the normal relationship way) he said he regrets breaking up with me. He said he was sorry and told me he loved me. He wanted to get back together. I told him thank you for apologizing. I never needed it but it felt nice. I will always care about him but there’s no more contact. I told him I loved my husband (boyfriend at the time) and that was that.

That sounds like he wants closure but you feel you have been perfectly clear multiple times. Block him if you don't want anything to do with him. I have some ex's I'm friends with and everything is cool but one I had to block. We dated for 2 months 7 or 8 years ago and he kept doing that sort of thing. I don't know about you but I just couldn't deal with him anymore.

My ex tried to reach out almost 10 years after breaking up with him. Blocked him quick and since then I will not put any pictures of my children on my profile picture or cover photo on Facebook. (He was abusive, controlling and manipulative.)
