Help! Baby won’t suckle

My newborn is 4 days old, and won’t take from my breast at all! I used all the latching techniques, positions, made sure he wasn’t gassy and he’s making plenty of feeding cues and even screams out of hunger. He will open wide, I’ll put my breast to him and he will wrap his lips around perfectly- then will just stare at me. He’s only eaten like 4 times today, and i was told newborns need to eat 8-12😞. i had to pump some and he ate from the bottle perfectly, but I’m not producing enough colostrum/milk so he’s still hungry immediately after. (I only pumped about an ounce all day)

I also have inverted nipples, and he has a slight tongue tie. Is there ANYTHING i can do? I’ve even tried nipple shields😞
