CPS or No?

Okay ladies I need some advice. 
I have a little sister and her mom lets her do whatever the hell she wants. She's 12. She smokes marijuana with her friends she drinks alcohol with her friends and she talks to men that are almost in their 20s. Her mom has asked me for help with trying to discipline her and things like that but after i help her it goes back to the way it was. My sister walks all over her mom. Our dad died 8 years ago so there's no saying nothing to him. Ive tried and tried with my sister and her mom just contradicts what I say/do.. Im worried about my sister. Should i call cps or just leave it be?

I wouldn't call CPS because they will take her away.
Look into like boot camps for bad kids in your area

If mom has asked for and accepted help I’d wait to call CPS unless she is in immediate danger, like you see her drunk.  Otherwise I’d say get some family therapy and be a support for mom to follow through on discipline.

I wouldnt call cps the mom clearly asked for help cuz she doesnt know what to do amd is concered her self look up therapy or boot camp or other options out there

It depends what you want the outcome to be. CPS might remove a child in this case. 
Has the mom tried to reach out to services for help? I think that’s the first step.

If you’re capable then why not consider asking your sisters mom if you can take her for awhile or move her to a new school? Sometimes they just need a better friend group. I’d only call CPS if the mom is neglectful etc.
