Teething?

I can’t tell if my little one is teething. She’s 8 months old. Last night in the middle of the night she woke up screaming, like not just a hungry scream it was a scream as if she was in pain. It took a long time to console her, about an hour and her nose was extremely congested. I know I’ve heard that teething babies can be congested so I’m not sure if she’s catching a cold or if she is teething. She is also drooling a lot.
