Is this a CPS worthy situation?

i have 4 siblings and 3 were adopted from foster care. They are my brother's and were abused and neglected. Because I know the trauma they want through I'm extra observant of things and have called CPS on abuse before. This situation I'm not sure if it's abuse, at least not intentional but I'm wondering if I should call. My son (15) has a friend named Luke(15) and I know that Luke and his dad aren't very well off. They were living in a motel at one point and now they are living in a home with like 6 other people and share a small room. Luke's dad is disabled but working full time. I'm not sure where Mom is in the picture. I know she's not dead. I found out that Luke's dad dumpster dives. For clothes, shoes and even FOOD! If he doesn't have enough for food he will literally go in dumpsters to find food. That's disgusting. His dad cleans the clothes by hand before giving them to Luke and checks the food but that's so disgusting! And not safe for the kids health at all. I've always been super well off so maybe I don't understand but there are food banks! Luke's dad clearly has full custody so why isn't he going after Luke's mom for child support? That could be money for food. Why is the dumpster an option? Worst part is Luke sees this as his dad providing for him so I don't think he understands how unhealthy and unhygienic this is. Would you call CPS?
