Would you consider my baby failure to thrive?

My baby girl is 8 months old and only weighs 13lbs 13oz her doctors says she’s in the 4th percentile for weight we are currently in the process of her getting a referral to a speech pathologist to try and get her help with eating solids because I’ve been offering for months and it always end with her puking whatever little bit she ate right back up her doctor doesn’t think it’s a GI problem because she’s never had acid reflux or anything like that on formula I looked on her chart online and it says her pediatrician is labelling her failure to thrive even though she is gaining weight steadily just slowly and meets all her milestones on or ahead of time she has been smiling since a month old rolling since 4 months and sitting unassisted since 5 months she can wave and tries to clap like her brother the only thing I’m waiting on is for her to crawl which I’m not worried about cause my oldest didn’t crawl until almost ten months old and she honestly doesn’t spend much time on the floor cause she prefers to be held
