1 Year Old A Toddler?

Do people actually consider a 1 year old a toddler? I've never heard of a 1 year old being refered to as a toddler in my area. My entire family considers my 1 year old to be a baby still, so do I. She's not toddling lol. That's when people, in my experience, consider a child to be a toddler. What about everyone else? What's it like where you're from?
