Love? Or just feelings?

I've been on & off with this guy for about a year now. We're not dating but technically are together. I really do like the but but idk if id consider it love. He almost asked me to be his girlfriend the other day while we were doing it but he ended up pussying out 😂 when would you guys tell someone you loved them ? Or in my case should I wait for him to tell me first?
