I don't get him

So I've been hooking up/hanging out with this guy recently so it's just super casual. He never makes the first move but once I initially kiss him, he takes a moment and then takes control. Like the other night we sat through almost a whole movie and he didn't make a move but when he got up to leave I kissed him. So then he asked for a quickie before leaving. Like, if you wanted to fuck, why not try something earlier?! Is he just nervous or what?
