Would you be mad if your boyfriend said he was going to call you back but didn't

Hey girls!!!! My boyfriend always says he is going to call me back but never does!!! He does this all the time. It's crazy how he forgets but ever forget about a party that he is suppose to go to with his friends. It's kinda starting to make me annoyed but am I over reacting ?
