He likes me but he’s not over his ex, and he doesn’t want to date me because of it. Should I just move on or continue to talk to him and see what happens?

Move on. you can be friends but don't wait on him to be ready.  I went through the same thing in college.  he became my best friend but we never dated, in fact he never dated anyone because he was hung up for that long.
