It’s probably just irritated from shaving. If I were you, I would carefully put some antibiotic ointment on it (make sure it’s JUST on the affected area and not in excess so it doesn’t get where it doesn’t belong). You don’t want that to get infected and cause more problems!!

Could be a ingrown hair also! Apply some heat with a wash cloth and they swelling should go down!😊
