Dick won’t fit

I’m a virgin and so is my boyfriend and we were trying to have sex but his dick literally won’t go in. We tried using both with and without condoms and with lube and he can just barely get the tip in and then he tries to force it in a bit and it starts to hurt him. It’s a huge turn off and very frustrating I have no idea what to do. I’m not nervous or anything and I’m trying to have my muscles stay as relaxed as possible.
