What does this mean ?

So I’m talking to this guy , and we are both interested in each other ..... but it’s been a money since we’ve seen each other and he always puts up reasonable excuses as to why he cannot see me (we both work ) just yesterday he went to a party and I got mad because if you can make time to go to a party why can’t you make one to see me & often he leaves me in a state of mind where sometimes he lets me know hey yeah I am interested or sometimes he replies or doesn’t even ft me which makes me think what are his actions portraying and how should I go about confronting how I feel to him .
