Are all movie characters "fair game" for halloween costumes?

Sean white was recently dragged for having dressed as the "simple jack" character in the movie Tropic Thunder. 
For those who havent seen this movie. Ben Stiller plays a considerably "insensitive" roll as a mentally handicap boy named simple jack. This movie also has Robert Downey Jr in blackface.  Which in and of itswlf is also pretty insensitive to say the least. But thats not rhe point. My question is are all movie characters fair game for halloween costumes? Or are there specific bondaries when it comes to race, disabiltiy, etc.

Black face is never okay. But movie characters without altering the color of your skin is fair game. Unless he’s blatantly making fun of people who have special needs, I don’t think it’s a big deal.

I'm sorry but why are so many people going "as long as it isn't blackface it is is okay" why is it okay to be insensitive to people with intellectual disabilities but as soon as it becomes racist it is all terrible? 
Dressing as a character created to discriminate in any way shape or form is wrong as hell. There are so many characters and people you could dress as without skimming the shit bucket of discriminatory characters. The simple jack character was created to be insulting in the same way blackface was and neither are okay, and neither are acceptable.

The character itself is beyond insensitive, it discriminatory. It's a parody of someone with intellectual disabilities. You're supposed to laugh at disabled people when you watch Tropic Thunder and see that character. I wouldn't dress as a blatantly discriminatory character. For example, if someone dressed as Mr. Yunioshi from Breakfast at Tiffanys, it would be offensive even if they didn't use yellow face. Because the character itself is really offensive.

I don’t think so. Blackface should be avoided, and him choosing to do it now for a ten year old film seems more like an intentional statement honestly. 
I’d also avoid Nazi costumes even in reference to media, and probably a few other things I can’t think of offhand.

I didnt really find the character offensive, it was obviously meant to be completely outlandish and parody movies like Forrest Gump and Radio rather than making fun of anyone with a real disability. 
And by extension I dont particularly find this costume offensive either, if he had dressed like someone with a real disability then yes, but he was dressing as a character that was purposely ridiculous and not remotely grounded in reality. 
but I think he probably should have anticipated that some people would find it offensive
