Both. It's a name and nickname all in one. It's both Em and emmie just preference for what they want to be called at the time but spelled the same like Elle.

I knew a girl named Emme when I was younger, it was pronounced Emmy. That's the only Emme I've ever known so that's how I pronounce it!
