When do tears start to form?

I keep reading mixed answers on this. And I thought it didn't happen for a long while. But, people keep saying she's not really upset because there are no tears. Which hello she's 3 months old she can't exactly communicate other than to cry. I swear I don't understand how quickly people forget things after their kids are grown.

They usually develop tears around 6 weeks. This isn’t to say they will produce tears every time they cry. My girl only has tears when she’s extremely upset (like when she had shots or when she’s upset about being in the car). Most of the time she cries without tears, meaning she’s hungry or wants a new diaper.
