How do you know if circumcision is needed?

I'm in the UK so it is not common practice here from what I know.
However, my partner had to have this done for medical reasons. It should have been done at a young age but his parents did not think it was an issue so he went and got it done around the age of 14 or 15. He does not want our son to experience the same issues growing up.
My question is, at what point do you know if it is needed?
Baby boy is 2 months old, and it *looks* like he may need it done,  but I dont want to try and check myself etc incase it's too early to tell or it hurts him.
It looks like the skin wont come back at all, but it's my first baby and I'm struggling to find anything online

Do not retract!!! The foreskin is for most fused till they are 3-5 years old some till they are teens.

It’s extremely unlikely that he needs to be circumcised. However if there is an issue it will become apparent on its own you don’t need to do anything at this point

Eeek don’t try to retract it! It should be fine, like the other commenters have said. When he gets older and starts bathing himself, just ensure he knows how to wash properly and he shouldn’t have any issues

The skin should not come back with baby so early.
Basically if there are problems you can tell it to doc and doc tells if it is needed.
Basically it is rare to have issues with foreskin at all. Reccurring infections might be one of them.

The American Academy of Pediatrics (AAP) says the benefits of circumcision outweigh the risks. However, the AAP doesn't recommend routine circumcision for all male newborns. The AAP leaves the circumcision decision up to parents.
Circumcision might have various health benefits, including:

Decreased risk of penile cancer. Although cancer of the penis is rare, it's less common in circumcised men. In addition, cervical cancer is less common in the female sexual partners of circumcised men.
The risks of not being circumcised, however, are not only rare, but avoidable with proper care of the penis.

 You won't know if circumcision is needed unless a problem comes up which your doctor/pediatrician would notice. At this point, if no problems have been noticed, the decision to circumcise is entirely up to you and your SO.

I've read that most boys won't be able to retract the foreskin until they're 5
 
We had our son done when he was about 10 days old. We decided to do it now as we know a few men that needed to have it done either as teens or adults. We didn't want to take the chance he would need it done later even if it was a low one.

We got our son done right away so we didn't have to worry about it later on in life
