Not enough attention from my boyfriend

Me and my boyfriend have been together for 11 months now and I love him so much. I just feel like I don't get enough attention from him. Like he doesn't the little things like sending a goodmorning text. And if I want to spend time with him I always have to ask him, he very rarely calls me and asks to see me. But most of the time when I do ask him he says he can't because he has to do something with his family. To top it all off we have never once been on a date. I don't care about money but it would nice to get out of the house sometimes. I've talked to him about this 1000 times but nothing seems to change. I don't want to make him seem like a bad person, I know he's a good person but this stuff really bothers me. What do I do to get him to change?
