Not every guy. My boyfriend has turned down sex on a few occasions. A few times he said no to sex with me because I was too drunk and I've been taken advantage of before that way so he's very careful. He also turned down sex with this girl (we were broken up at this point) that really wanted a relationship but he felt that wouldn't be fair to her because he wasn't over me and not ready for a relationship. He also turned down sex with his ex a few months ago when he'd decided that he wanted to get back together with me. So no not all guys will have sex at every single chance. Men do have control and in certain circumstances they will turn down sex for a variety of reasons.
