Does he want something with me or not?

So I met this guy this summer through my friend and since then we've talked a lot and facetimed many times. We've talked about a lot especially personal stuff and it feels like we just click. But sometimes he's on and off which is normal for him. I've been by his side through 2 girlfriends and now he feels the same way I do. We met up a few days ago to hang and after a few hours it was the perfect moment and we almost kissed but he wanted me to make the first move because he knows how I get nervous around him and he picks on me about it. So ended up not happening but he says he likes me a lot. Yet today he hung out with his ex girlfriend and went out to eat with her. Kinda stuck on what he wants and he's the type to not say how he feels or what he wants... does he want me or is he just not going to decide :/
