relationship advice?

What does it mean when someone tells you to move on but still talks to you? (he texts me everyday), he tells me goodnight/good morning and whenever it's our anniversary day he will tell me nice things but we're not together. I just don't understand. He keeps giving me mixed signals and I finally realized that I just need to get on with my life and he seems to have noticed and seems a little worried... I don't want to continue putting in effort if he's going to just see it as a whatever thing. It's very complicated, I guess. He has told me that he'd like for us to move from where we currently live but then he's there texting a girl friend of his that he misses her.. (he's done it twice) what the heck?? Not to mention that this girl friend of his is one of his best friends exes!!
