Boy advice! What should I do?

I have REALLY liked this boy for almost a year now. We’re kinda friends because we see eachother on the bus everyday.

Recently we’ve flirted a lot, but it’s on and off.

We spoke for over an hour about 4 weeks ago and just over a week ago we flirted for 2 hours straight.

But when I see him in between this he doesn’t really talk to me but we often have eye contact. Sometimes when I message he doesn’t reply, but we’ve had a snapchat streak for over a week now which hasn’t happened for a long time. He started it by sending me a picture of his boxers and joking it was a late bday present. I sent pictures of my underwear back most days.

I can’t stop thinking of him and he knows I like him. I can’t figure out why he feels awkward in person. Atm I’m questioning whether he actually likes me but we have seriously flirted a lot, but as I said we can go a week without talking. To be fair though, he’s really busy.

Someone advise me pls! Should I ask him directly if the flirting meant anything to him? He’s a relatively shy person btw.
