It takes time and constructive feedback for some couples to get it.  Tell him if the pressure needs to increase or you need a different spot. Sounds like he wants to know, help him.

It could be just that he doesn’t know exactly how and where to touch you the same as you do. Try this… Take his hand and put his fingers where you want them to go and show him exactly how much pressure to use and what motions to use (using your hand on top of his to show him exactly what to do)

It's because it's a different person. You can't really tickle yourself even if you try but when it's someone else 🤷‍♀️
Maybe just try having him touch there without trying to get you off, and just sort of take it slow so you can get used to someone else touching there.
