When do you start counting kicks?

I feel her moving sometimes and when she does it’s very noticeable, but most of the time I can’t feel her at all. 
I’m 20 weeks, almost 21. 
When do I need to worry about counting her kicks? Because I’m not feeling them consistently enough yet to really do that.

When we went in for our anatomy scan at 19 weeks I was worried because I hadn’t felt my daughter move all morning but when we were in the ultrasound she was moving like crazy! It was really reassuring to watch her move and not be able to feel it because now I know that even if I can’t feel her she’s probably moving around still. I did ask my OB about it the fact that some days I feel her stronger and more often than other times and she told me not to worry about it and that I don’t need to start counting kicks til around 28 weeks.

I haven’t been told yet but my last appointment was when I was 24 weeks. I’ll probably be told to at my next one when I’m 29 weeks. 
I’ve read everywhere it’s around 28 weeks though that they tell you to start

My doctor told me to start at 26 weeks, but usually it's closer to 28. At 20 weeks they can still hide in spots and are still on the small side so kicks can be sporadic.
