breast reduction

Hi, I’m 16 and have been self conscious of my chest since I was 12. My mom has a really big breast and I’m scared I’m developing the same. I can’t make any outfit look cute and am starting to really dislike my body because of it. I’m also really scared of a guy seeing my boobs, because my nipples are really big and I don’t want to be made fun of. Does anyone know if I should/how I can get a breast reduction?
