1 Year Old A Toddler?

Do people actually consider a 1 year old a toddler? I've never heard of a 1 year old being refered to as a toddler in my area. My entire family considers my 1 year old to be a baby still, so do I. She's not toddling lol. That's when people, in my experience, consider a child to be a toddler. What about everyone else? What's it like where you're from?

1 to 3 seems to be the average ages accepted for toddlers.

Mine is walking at 11 months, so yeah. To me under a year is a baby, over is a toddler.

I feel that when a baby starts to walk aka toddle is when they become a toddler.

In my country we have more words. The ages per word for a small child are not completely clear and sometimes defined, but approximates are as follows. Until 1, it’s a baby. From 1 to 2, it’s a ‘dreumes’. From 2 to 4 it’s a ‘peuter’, and from 4 to 6 it’s a ‘kleuter’. 
In English I only know the words baby and toddler. To me a baby would be until 18 months or so, or maybe until walking and talking (to some extent).

My daycare moved my daughter from the infant to the toddler class the week of her 1st birthday. She is toddling but I still think of her as a baby. 🤷🏻‍♀️

They are considered toddlers when the begon to "toddler around"....so yes, 1 would be considered a toddler becuase they are usually walking-is around this time.
